Norway
Generally Entrepreneurship in Norway is growing. They have one of the biggest and well respected Entrepreneurship schools in Northern Europe (http://www.iot.ntnu.no/nse/default2.asp ). Norway is not a member of the European Union, however, they are still a part of the European Trade organisation, so one would still be able to import and export between the different European countries without tariffs.
One disadvantage with Norway, as with the other Scandinavian countries, is the high tax burden put on companies as well as individuals. If thinking about starting a business in Norway this is a very important issue to take into consideration.
